Since 1944, Heifer International has empowered over 46 million smallholder farmer families globally to overcome hunger and poverty while caring for the earth. Our new goal is to close the Sustainable Living Income gap for 10 million more households by 2030.

Heifer Malawi contribution to the Global 10 million households target is to help 500,000 of Heifer Africa’s 6.745 million households achieve sustainable living income by 2030. Heifer Malawi’s maiden Signature Program, currently under design – will set the pace, focusing on Dairy, Beef and Banana as primary value chains and Oil Seeds, and Poultry as secondary value chains. Heifer Malawi is where it is happening now – impacting the lives of small holder farmers.

Function

Reporting directly to the Country People Director with a matrix reporting relationship to the Senior People Director Africa, this role will operationally and strategically partner with the Country Shared Leadership team, integrating HR solutions that align with Heifer’s regional and global HR strategies. The role holder will contribute Senegal-specific insights to inform regional and global People Strategy development and execution.

The People Manager collaborates with business leaders and frontline staff to address emerging people-related issues, foster shared leadership, and enhance organizational change processes. This role enhances the operational and strategic delivery of the People Strategy’s key strands:

  • Ensuring employees feel motivated and valued.
  • Developing a workforce that is engaged, capable, diverse, and mission-driven.
  • Enhancing program quality through operational competence and workforce capability development.
  • Embedding a customer-service culture in HR operations.

Responsibilities and Deliverables

Shared Leadership (20%)

  • Facilitate leadership collaboration and ensure regular, effective communication across Country Shared Leadership Team.
  • Develop frameworks for shared decision-making processes, ensuring inclusion at all levels.
  • Support the leadership team in clarifying roles, responsibilities, and areas of ownership.
  • Establish and coordinate cross-functional leadership circles and working groups to address strategic issues.
  • Foster a culture of shared leadership through training, role modeling, and communication strategies.
  • Organize team-building initiatives to enhance leadership effectiveness.
  • Establish and maintain open communication platforms, ensuring transparency and information flow.

Talent Acquisition and Onboarding (15%)

  • Manage end-to-end recruitment processes, including job advertising, candidate screening, and onboarding.
  • Align recruitment efforts with workforce planning and succession management strategies.
  • Advise hiring managers on job descriptions, grading, and best practices.
  • Implement onboarding programs to integrate new hires and align them with Heifer International’s mission and organizational goals.

Country People Strategy, Policy Development, and Compliance (10%)

  • Co-develop HR strategies for Heifer Senegal in alignment with the regional and global People Strategy.
  • Ensure that HR policies and procedures comply with Senegalese labour laws.
  • Work closely with legal advisors and the regional HR team to interpret labour laws and organizational policies.
  • Implement risk management strategies related to people processes and mitigate HR-related risks.
  • Monitor HR process compliance, including mandatory annual policy acknowledgments.

Workforce Planning and Talent Management (10%)

  • Assist in workforce planning and provide input on staffing patterns and future talent needs.
  • Maintain organograms and coordinate talent management initiatives.
  • Lead country succession planning discussions and employee engagement forums.
  • Conduct job benchmarking and create clear staffing pattern controls.

Performance Management (10%)

  • Support performance management systems and provide coaching to line managers.
  • Enforce performance management policies and ensure alignment with organizational objectives.
  • Develop and implement a fit-for-purpose performance management framework to drive high performance.

Learning & Development (10%)

  • Identify training needs and coordinate learning programs to address skill gaps.
  • Develop an annual Learning & Development plan aligned with the regional framework.
  • Facilitate training sessions and provide guidance on capacity-building efforts.
  • Introduce coaching and mentoring initiatives for career growth and leadership development.

Compensation & Benefits (15%)

  • Participate in salary benchmarking and compensation reviews in collaboration with the Regional People Team.
  • Implement Heifer’s total rewards framework to ensure internal equity and external competitiveness.
  • Advise employees on benefits entitlements (medical, pension, and group life insurance).

HR Reporting, Data Management & Systems (5%)

  • Generate reports on recruitment, employee metrics, and other HR activities.
  • Maintain and update HRIS and integrate HR analytics for decision-making.
  • Implement digital HR solutions to improve efficiency in HR service delivery.

External Engagement & Compliance (5%)

  • Build and maintain relationships with government institutions, recruitment agencies, and HR governing bodies.
  • Ensure compliance with local labour laws and best practices by engaging with external stakeholders.

Qualifications and Experience

  • Bachelor’s degree in Human Resources, Business, or a related field. HR certification is an added advantage.
  • 10-12 years of experience, with at least 5 years in HR management.
  • Experience in strategy implementation, working within a matrix structure, and managing HR operations in complex environments.
  • Strong analytical, negotiation, and interpersonal skills.
  • Knowledge of Senegalese labour law and HR best practices.
  • Previous experience in an international NGO is highly desirable.
