Founded this year, Gunguë Consulting has positioned itself as a key player in the formalization and business development space across Senegal’s eight economic poles. With a deep understanding of local dynamics and challenges, we support micro, small, and medium enterprises (MPME) and industries (MPMI) through innovative programs like our Saaytu -Taggaat – Suqali (STS) initiative and our digital tool Niitalma, designed to simplify the formalization process and improve access to resources.

At Gunguë Consulting, we offer a combination of strategic advisory, technical assistance, and technology-driven solutions to address the unique challenges faced by informal enterprises. Our team works closely with local actors to build capacity, improve access to financing, and foster integration into formal economic systems.

About You as our Chief Technology Officer (CTO)

As the Chief Technology Officer (CTO) of Gunguë Consulting, you will play a critical role in shaping and executing the technology strategy of the organization. You are a visionary leader with a deep understanding of the digital transformation needed to formalize and empower informal and semi-formal enterprises. With a strong background in technology development, digital solutions, and platform management, you will oversee the design, implementation, and scaling of our core product,

Niitalma, which aims to simplify formalization, improve access to resources, and integrate businesses
into the broader economic ecosystem.

You are passionate about leveraging technology to solve real-world problems and are committed to driving innovation and impact. You have experience in leading cross-functional teams, managing tech development from inception to deployment, and working closely with business units to ensure that the technology aligns with business goals.

Key Responsibilities

Technology Strategy & Leadership :

  • Define and lead the technology vision and strategy for Gunguë Consulting, ensuring alignment with the organization’s mission and business objectives.
  • Develop and manage the roadmap for Niitalma, from initial design to scaling across Senegal’s eight economic poles.
  • Act as a thought leader in digital innovation, providing strategic insights into the technological needs and future trends affecting the informal and semi-formal economy.

Product Development & Management :

  • Oversee the development and deployment of Niitalma, ensuring it is user-friendly, scalable, and meets the needs of the micro, small, and medium enterprises (MPME) it serves.
  • Work with software development teams to ensure the continuous improvement of the platform, incorporating user feedback and ensuring reliability and security.

Team Leadership & Collaboration :

  • Build and manage a high-performing tech team, including software engineers, product managers, and IT support staff.
  • Foster a culture of innovation, collaboration, and excellence within the technology team, ensuring clear communication and alignment across all departments.
  • Collaborate with business leaders, including the CEO and program managers, to ensure that the technology supports and enhances the goals of Gunguë Consulting’s programs.

Stakeholder & Partner Engagement :

  • Engage with external stakeholders, including financial institutions, government agencies, and tech partners, to ensure seamless integration and collaboration on the platform.
  • Identify and forge partnerships with technology providers and innovation hubs to accelerate the growth and functionality of Niitalma.

Data & Performance Monitoring :

  • Implement robust data collection and analytics tools to track platform usage, performance, and impact, providing key insights for future development.
  • Lead efforts to ensure that all data handled by Niitalma adheres to best practices in data protection and cybersecurity.

Profile

  • The ideal Chief Technology Officer (CTO) for Gunguë Consulting will possess a unique blend of technical expertise, leadership experience, and a passion for leveraging technology to drive formalization and growth in the informal and semi-formal sectors. The CTO will have a strong understanding of digital transformation and be able to navigate the complex local contexts and socio-economic challenges in Senegal.

The skills and qualifications required to effectively carry out the duties and responsibilities of this position are:

  • Master’s degree in Computer Science, Information Technology, Software Engineering, or a related technical field. A degree in Business Administration or Project Management with a strong technical background is also acceptable.
  • At least three years’ experience in a technology leadership role, preferably as a CTO or Head of Engineering, with proven success in scaling digital solutions.
  • Proven track record in the development and deployment of digital platforms or software solutions, ideally with a focus on business formalization, access to finance, or SME support.
  • Experience working in or managing tech teams in startups or consultancy firms, with a strong focus on innovation and scalability.
  • Deep understanding of the challenges facing informal and semi-formal enterprises in emerging markets, particularly in Africa.
  • Strong project management skills, with the ability to manage multiple projects simultaneously and deliver on deadlines.
  • Ability to translate business goals into technical requirements and align the tech strategy with overall company objectives.
  • Experience in working with stakeholders across the public and private sectors, including government agencies, development partners, and financial institutions.
  • Strong analytical skills with the ability to make data-driven decisions and provide insights from platform usage and performance metrics.
  • Excellent communication skills with the ability to present complex technical concepts to both technical and non-technical audiences.
  • Fluency in both English and French (spoken and written) is essential.
  • Proficiency in technology development tools, including knowledge of software development practices, cloud computing, cybersecurity, and platform architecture.
  • Ability to mentor and lead technical teams, fostering a culture of collaboration and innovation.
  • Solid knowledge of the local context in Senegal and West Africa, with an understanding of the economic landscape, particularly in relation to the informal sector.
