Job Summary

The ideal candidate is a proactive leader whensures seamless port logistics support for offshore operations while optimizing productivity and resource utilization, with expertise in marine operations and knowledge of HSE standards. The Base Manager oversees the daily operations of a marine base supporting oil and gas activities, ensuring all operations are conducted efficiently and safely, maintaining client relationships, and safeguarding assets. This role involves coordinating loading and unloading activities, managing on-site teams, and coordinating logistics according tinternational standards.

Key Responsibilities

Operations Management

  • Oversee all logistics and daily marine base activities, including vessel scheduling, cargohandling, equipment deployment, personnel transfers, and supply chain coordination.
  • Optimize workflows for loading/unloading, ensuring timely delivery of supplies, fuel, andequipment toffshore platforms and vessels, as well as storage and equipmentmaintenance.
  • Ensure all infrastructure, equipment, and buildings are in good working order and complywith safety standards.
  • Monitor inventory levels: fuels, lubricants, and spare parts and coordinate restocking toavoid operational delays.

Health, Safety, and Environmental (HSE) Management

  • Enforce strict compliance with industry regulations (e.g., OSHA, ISO) and HSE policies byimplementing safety protocols.
  • Organize training, perform regular inspections, and ensure compliance with health, safetystandards.
  • Conduct safety briefings, toolbox talks, audits, risk assessments, and safety drills for alloperational activities.
  • Lead incident investigations, near-misses, non-compliance issues and implementcorrective actions.

Team Leadership & Human Resource Management

  • Manage base staff, including logistics coordinators, technicians, crane operators,warehouse personnel and administrative personnel.
  • Plan workforce activities, assign tasks, monitor performance, provide feedback tensurehigh productivity and accountability, resolve HR issues and foster a collaborativeenvironment.
  • Organize training programs for staff on safety protocols, equipment uses, and operationalprocedures.
  • Coordinate recruitment with the recruitment team, train and mentor staff.
  • Conduct performance reviews and promote a safety culture.

Client & Stakeholder Relations:

  • Act as the primary contact for clients and resolve operational issues promptly.
  • Coordinate with other departments, external stakeholders, suppliers, regulatory authorities, and contractors tensure smooth operations.
  • Participate in contracts negotiation.

Logistics Coordination :

  • Coordinate with suppliers, contractors, and vessel operators tensure smooth logistics workflows.
  • Oversee loading/unloading operations, ensuring proper handling of hazardous materials and sensitive equipment.
  • Maintain accurate records of cargmanifests, vessel movements, and personnel transfers.

Financial Management :

  • Help with budget setting, monitor base expenditures, improve efficiency and identify cost-saving opportunities.

Equipment and Facility Maintenance :

  • Ensure all machinery, cranes, and lifting equipment are inspected, maintained and operational.
  • Report equipment malfunctions and coordinate repairs with maintenance teams.
  • Oversee facility maintenance, coordinating with contractors and address issues related tstorage and security.

Communication, Documentation and Reporting :

  • Act as the primary liaison between client’s offshore operational teams, onshore staff, and management.
  • Maintain effective communication with port authorities, shipping agents, customs officials, and regulatory authorities.
  • Supervise daily operational reports, including progress updates, safety metrics.
  • Maintain accurate records of base activities, including activity reports, inventories and operating procedures.
  • Escalate critical issues tthe Operations Manager and propose actionable solutions.

Emergency Response:

  • Develop and implement emergency plans, leading on-site emergency response efforts during incidents (e.g., spills, equipment failures) and crisis.
  • Ensure availability and readiness of emergency equipment and contingency plans.

Key Competencies and Skills

Leadership and Coordination:

  • Ability tlead a team, coordinate with different stakeholders, and foster collaboration.

Human Resource Management:

  • Competence in managing personnel, including recruitment, workforce planning, training, and performance monitoring.

Logistics Operations Management:

  • Ability toversee and manage logistics activities, including facilities, equipment, supplies, and inventory.

Technical Skills & Knowledge:

  • Background in mechanical and/or electrical engineering is preferred.
  • Strong understanding of maritime regulations, carghandling, and HSE protocols.

Communication Skills

  • Strong communication skills for coordinating multidisciplinary teams.
  • Excellent written and spoken communication skills, in multiple English and French.

IT Proficiency:

  • Proficiency in logistics operations software and Microsoft Office Suite.

Soft Skills 

  • Excellent leadership, problem-solving and decision-making abilities.
  • Ability twork under pressure in a fast-paced and high-risk environment.
  • Knowledge of international regulations and safety standards.
  • Strong organizational skills.
  • Excellent communication and negotiation skills.
  • Ability thandle emergency situations and make quick decisions

Qualifications & Experience

Education 

Bachelor’s degree in engineering, business, logistics, management or related field.

Certifications in HSE (e.g., NEBOSH, OSHA 30), PMP, rigging, crane or marine operations certifications are a plus.

Experience

  • 10+ years of experience in oil/gas operations, with 5+ years in leadership.
  • Proven expertise in marine base logistics, vessel operations, facilities and supply chain management.
